Set up an Independent Commission Against Corruption

Corruption seems to be the news of the day, which is good because any effort seen to be against corruption should be lauded

As a responsible citizen, I have advocated all along that we should have an Independent Commission on Anti Corruption (ICAC) like the one they have in Hong Kong.

I want to propose here an ICAC which consists of a supervisory committee, members of which are appointed by our King, and these people must be highly respected and must be persons of high integrity, in the line of the Human Rights Commission.

Under this supervisory committee will be the chief  executive  to be headed by a highly respected person with high integrity, not necessary from the police force but can be any civil servants or even from private sector. He will be like the CEO, but I will call him the Chief Anti-corruption Officer (CAO) and he reports to the supervisory commission, which can take disciplinary action against him and any other senior officers  as a check and balance.

Under this CAO will be 3 departments, like the case in Hong Kong: 

 1. Operations Department: receive report for corrupt practices and investigates.

2.Corruption prevention department: examines the procedures or practices of government agencies to reduce the chance of corruption.

3. Community relations department : this department will have a complaint bureau to act on complaints against anti corruption officers if they do not follow the rules or if they are suspected to be on the take themselves. This department also has an educated arm to educate the public and school children about corruption.

These three department should be inter dependent and should work side by side to combat corrupt practices.

A fourth department , which is totally independent but answerable to the supervisory committee is the prosecution department. They will prosecute those cases which are thoroughly investigated.

The ICAC should have wide power not only to investigate government servants and politicians, but also  corrupt pratices in the private sector.

No one should be exempted from investigation and prosecution under this system.

This is the only way to combat corrupt practices. To treat cancer, we need to take drastic measures. Similarly, we need drastic change to cleanse the whole system of corrupt practices.
