MACC – wait and see

I have been very vocal on the setting up of an Independent Commission to fight corruption, in my blog as well as in meetings. (just type ICAC in this blog ‘s search machine, and you will get more than 10 articles listed).

I have even drawn up a proposed organisation chart for an ICAC in one of my earlier post. ( As shown above).

Corruption is the evil of society; it not only adds cost to doing business, but more importantly, it corrupts the power that be , and once corruption becomes a culture, enforcement, governing  and award of projects will become selective, in favour of those who pay.  The whole system then revolves around money, and nothing works anymore without money.

So I welcome the setting up of the proposed Malaysian Anti Corruption Comission. Howewver imperfect it may be , the fact that even some BN legislators are not too happy about its wider power means that this could be a real improvement over the old ACA.

Malaysiakini quoted  Nazri’s claim that that the setting up of a bi-partisan Special Committee on Corruption, among other mechanisms, is a reflection of the government’s determination to battle graft. Even Anwar was quoted by Malaysiakini to give conditional support.

It could have been even better if this MACC can have its own prosecution power and a prosecution department, so that it becomes truly free from outside meddling. ( as in my diagram above).

Much will now depend on the power that be whether this is going to be truly independent or whether this is just a cosmetic change over the old ACA.

We will have to wait and see..

Get the message clear and loud so that the more conscientious components can realise and pull out. The public must help the lone voices inside these component paties to voice out this message loud and clear,

    If root cause is the one who moot reform, do you think these reforms are sincere?

    Do you think they will clean their dirty linen in public through the ‘reformed’ justice, MACC, AG and so on?

    I don’t see these as ‘real improvements’ if these reformed agencies are still not impartial, discretionary, under purview of PM and so on. Once ‘tainted’, it is end of story, not recyclable.

    Don’t waste time, GET RID THE ROOT CAUSE, not root bear, Justin.

    Major change will never occur without revolution. Revolution comes in many forms. Tangible and intangible, you decide the route.

    Intention dictates the possible outcome of your action. So, whatever amendments or introduction of new law or legislation shall be judged from this perspective. The present government will cast a safety net first not to expose their weakness or wrong doings before targeting the law breakers. Just like emphasis on defend rather than striking goals in football match. The end result is : no improvement on merits but struggling to maintain status quo.

    Doc, don’t complain as you decided to be a bystander in politics without really being in the middle of the battle ground. However, not bad as a social awareness activist at least. I salute you.

    ‘half-reformed’ AG to prosecute his masters?

    ‘half-reformed’ MCAC with no power to prosecute & let ‘half-reformed’ AG to prosecute (in his discretion)?

    The answers all point to ‘NO’, so?

    There are far too many followers than thinkers in the whole organisation of Umno, MCA, Gerakan, PPP, in short BN. Except you in Gerakan, I afraid there are no thinkers at all. If got, these ‘thinkers’ are not the ‘right thinking thinkers’.

    So, you are actually the sole ‘thinker’ with the ‘right thinking’. The others are just cannot think, i.e. followers and can think, but not thinking right.

    Even you have emphasised on creating thinkers in our education system as per your previous articles on education.

    I have posted an easy question of ‘agree or disagree’ in sjsandteam’s blog, and apparently, ‘certain group’ are all not thinkers at all as they even cannot regard themselves as ‘thinker’. Apparently they just accept whatever fed.

    So, I afraid Gerakan members are all like that and whatever you suggested, very sensible and acceptable to us, outsider thinkers, will not be receptive to them, as they are mostly followers, cannot think at all. Whatever you voiced out will e like ‘one ear in, the other ear out’. You are just ‘one kind of your own’ in your beloved party, I worried.

    So, if you cannot convince Gerakan, can you convince Umno?

    Just GET RID OF THE ROOT CAUSE, easiest and most effective.

    exactly,omo. Corruption is a cancer, one it has gone beyond the early stage, it will be difficult to be contained.

    However, once it has taken root, the only way is to have a total independent commission to tackle the problems, like in the case of Hong Kong where corruption was very rampant in the 70s but after the setting up of ICAC in Hong Kong, it is now one of the cleanest country.

    In malaysia, corruption has taken roots. So we need a totally independent commission to tackle this. The question is, can this MACC do it without the power to prosecute independently?

    Doctor Hsu, the above is your comment in Black and White” (incidentally also the name of my blog; very subtle advertising) .
    Please contemplate on it very seriously and deeply, just like meditation, when you have no patient visiting.

    You will surely find the correct route to the root of the root cause. If you still want to remain a little root in the mess of tainted roots, then the mess of tainted roots will “root” you into soot…no more little candle flickering!!!

    Get away from the infected cancerous roots, and find the correct route to grow stronger roots. Then tiny roots like Monsterball, A True Malaysian, and your sincerely will embrace this new root to grow more roots; and time to come the correct route will be taken to rid all the crooked roots!!!

    In Malaysia, we have too many ‘bills’ and these too many bills need our service of taxpayers’ monies to expense for them! Like we have many ‘Councils’ and each and many council members will draw their perks albeit the works they do may not up to expectation and diligent enough.

    Talking about eradication of corruptions, all it takes is the sincere commitments of the power that be that simple! Like the recent drama in Taiwan, all it took was the powers of public vox-pops and the fair justice system compounded with the total freedom of the medias’ unrelenting whipping, biting at the issues and helping to reveal all the filthy corrupted undertakings, the outrageous scandals of embezzlement and money laundry by the condemned ex-President’s family, Chen Sieu-bian has finally taken into tasks to face his punishment of falling the fame of the Country, which caused not only the Taiwanese ashamed in the global village, but all lost in terms of pecuniary interests from the absconded national wealth!

    Can the same prototype be emulated here in our beloved Land? We all know that it will takes perhaps another 50 years and yet it might not be happened here! Leaders come and go, after they whacked enough or more than enough, they will go somewhere far west and continue to enjoy the looted hays lavishly with their families and still claiming to be the most patriotic citizen whom they have become celebrities with datuk or tunships! Being a Malaysian I used to travel abroad in the early 90’s and I was proud to be holding the Malaysian passport but not now to mention any greatness, when I can’t even refute the scornful remarks of the other aliens from the developing counterparts, we have truly become aliens to the known corrupted aliens around the region!

    MACC to me I look at, is merely a brick laying tactic, an intermediate course which builds to distribute the bearing of blames, and a buffer zone to filter off the pressure of vox-pops whenever the public accuses, the buffer zone reacts and it’ll always ensure that the safety factor to be sustained without falling into the injury of the brick layers, the power that be! It’s only a safety wall built to protect the beneficial stakeholders of the sort!

    Singapore is what it is today because her leaders had a clean slate right from the start. Corruption is never tolerated.

    If I remember correctly, one of LKY’s most trusted cabinet minister was investigated and was to be charged before he took his life. No one is spared. With this no nonsense, strict leadership from the top, the rest in the chain of command dare not do it or do at one’s own peril.

    Thats the stark difference between our 2 countries.

    This blog is the very rare few blog that can discuss matters so openly, Islam in particular. I personally believe all religions are for peace and beautiful. Though I have not read any of these ‘Holy Books’, I believe they contain a lot of ‘truths’.

    But such ‘truths’ need ‘thinker’ to find out the ‘real’ truths and not just follow whatever that contain in these ‘Holy Books’. Those who just adopt whatever in there are just mere ‘followers’. What is there so proud of these people?

    Don’t you think that a Third Political Force in our beloved country, A clean and good third political force model after LKY’s PAP in Singapore ( not the LKY of Gerakan ) is what our country need so that we can have good ” corruption free ” government.

    Dear Doc,

    Do not be disheartened or disillusioned. You are still our guiding light although the night is long. Please be patient and a better tomorrow is within our sight. If we are too pessimistic, it would be very self defeating eventhough the battle still haven’t started.

    Rest assured that you are not the root cause of any problems in our beloved country. It is only the desperation you felt that contributed to your insecurities at the moment.

    What you are doing presently is the best to your abilities. You are a careered professional whose weakness is only to seek a better future for all Malaysians regardless of creed and religion. You do not seek upward mobility, nor do you seek any higher political office. If through your involvement in Gerakan, you can slowly change the members’ thinking through your dedication and wisdom, it will be worth your cause.

    AS we know if the ruling party do not change ,they wil be changed in the next GE. So why the fuss now? We have waited that long…..
    A new goverment doesn’t mean everything will be fine. It might be better or it might not be better. It is only Hope and Hope itself can be very deceiving at times. Let the present new state goverments learn something about governing before they are allowed to govern and to prove they have the mandate to govern. Time is a great teacher to all.

    Sometimes, I feel we are wrong to push or provoke you into thinking that you have failed us. Politics is not a gentleman’s game. Good people like Gandhi, Lincoln and Kennedy are assassinated. Other good people might not be physically assassinated but they can be character blemished or pulled down by their foes or friends. Prepare yourself if you think you have it in you the ‘oomph’ to offer yourself for political office.

    Our trust in you will be wholesome and I salute you for your dedication and sincerity.

    I see both JAC & MCAC bills passed as ‘Deformed’ bills rather than ‘Reformed’ bills. Again, we are being fooled by PM. Before that, my optimism still high of PM to introduce reformation, but as he said his legacy is not important, I put no hope at his so-called reformation, it should be called ‘Deformation’.

    Dr. Hsu, I admire your determination in reforming Gerakan, but honestly, would you able to do that with the current set of team led by KTK? If you can, so what? Gerakan is still in the grip of Umno. In the end, what is the use of your effort.

    It will be more realistic for you to :-

    (1) drag Gerakan out of BN (apparently, you failed to do that in the last NDC), or if failed,

    (2) drag your fellow members out of your beloved party and leave Gerakan a party without roots.

    Only then, it will be more worthwhile to start the reformation that you aspire.

    As I commented before, since Gerakan members have direct or indirect personal interests (being their rice bowls) by being in BN, (1) & (2) above are very difficult to accomplished. Just look at PPP, a mosquito within BN, a party worse than Gerakan, still remain in BN though was asked to leave.

    All BN parties are being used by Umno to justify the policies & decisions made by Umno, by claiming that all other races are represented by you guys. So, are you guys still want to be partner in concert?

    You can put all reasons to remain in Gerakan, but I doubt you are able to realise your dream.

    Resign is the best and only option for you. Your comrades are hopeless.

    It is very difficult to differentiate rent seeking and corruption in Malaysia. Not only that, NEP sort of condones corruption as there is no difference between these two as far as Umno is concerned so long as the standard of living of the particular community is raised. In a modern society, the fastest way to raise the standard of living of a person is through education but in Malaysia, it is through corruption or rent seeking. We can discuss this issue until the cows come home and I would bet corruption is inalienable or inherent in Malaysia after the rule of Bapa Rasuah of 20+ years. Please don’t waste our breath on this issue. The most urgent task is to have a non Umno/BN government if we want REAL and TANGIBLE reforms (that is also not guaranteed) but with Umno, everything remains unchanged except some cosmetic changes here and there. Just look at what happened after the recommendations of the Lingam Royal Commission of Inquiry were made.

    wassup, I was all along a grass root member of the party , same as 200000 others. As a grassroots, we can’t really do much except to voice out at meetings.

    I have voiced out many times in State meetings, only to find out that the message was never conveyed to the CC.
    Once a year, I spoke at National Delegates conference for 5 minutes, and no matter how hard I can hit at the bad politcies, I have only 5 minutes, and that much influence that I have.

    NOw , for the past 2 months , i was able to voice out directly in CC meetings. BUt as one of the 30 odd, do not expect much that I can influence.

    This blog has more influence. My writing has more influence.

    I chanced upon 2 DAP MPs last week at a CHinese educationist lunch, and they do not know me by person. BUt when I gave them my professional name card, they immediately recognised that I am the notorious anti NEP blogger in BN, and they said they read my blog.

    So this blog and my column in Malaysian Insider have much greater influence.

    As I see it, I am disappointed with the reform bills that were being tabled. All were watered down version. This shows that UMNO wont change, and if UMNO wont change and Gerakan still sticks to it, then people will change us.

    BUt I see some points in Observer’s argument. I will continue to voice out against the bad politics and policies…..

    As i have said, even if I quit active politics, i will just fade away…

    dont put so much hope on me… I have no influence except through writing and bloggings.

    I feel that some Gerakan leaders are just too UMNO centric. ANd that is the main problems facing the grassroots members of the component parties.

    Maybe they need more time since their whole political lives have been inside BN. SO they are scared to function outside. They have to change their mindsets that UMNOcentric stance will lead to annihilation of most of the component parties.

    As i see it, there are 2 groups of blog writers/commentators who would be happy to see me cease being active.

    One is of course most of the DAP and PKR supporters.

    These groups are nice people, they are not DAP or PKR members, but they want change to see a better Malaysia. My thinking has been very close to this group.. people like A True Malaysian, Romerz, Monster and Justin etc..just to name a few since there were so many others.

    Another group is Actually BN memebrs, even some Gerakan members who campaigned actively against me just 2 months ago. This includes a very senior and manupulative member in KL and some young people aligned to this person, who wants power to control and be a kingmaker and instigate and tell false lies about me… But I accept this as part of life… In life, not all people will like you… even if i never covert any posistion, they still treat me as a potential threat or blockage to their master plan . This group has uttered in State meeting that ideology is not important…To the shock of many present..

    I mention this because blogosphere is faceless. Except for a few that i have met and a few who put real identities, most writers are faceless, and the way they comment may have certain ulterior motives.

    Having said that , I believe most of the commentators are sincerely with me, including those for and against whether being a Gerakan memebr is part of the root cause, and I thank them for giving me very good advice for thought.

    The third group is UMNO/SB members who would be too glad to get this person out of Gerakan.

    I need to think about this very seriously….

    Dr. Hsu is indeed in a dilemma. On one hand, if he resigns, he deems this as the victory of of opposing group for succeeding in chasing him out.

    But, on the other hand, to the group that is in line with him, it is a victory to them for succeeding in convincing him to resign.

    On the third hand, as Dr. Hsu mentioned, commentators in blogosphere is faceless. It is up to anyone here to guess who is / are the one(s). We are intelligent enough to know by reading the style of one’s writing.

    Having said all these, take my words, trust me, let Dr. Hsu decides what to do. Important thing here is that Dr. Hsu is someone ‘righteous’ that not easily sway, we can give our supports to and certainly will not be ‘gong gong eh lang’. He is definite the ‘kiang kiang eh lang’.

    But do not hurry into making decision, certainly not in this year!

    I think Gerakan must be working out some good move in this new malaysian political landscape and is waiting for the right time to make the move….

    It is still 3 to 4 years before the next GE and some changes must be implemented…. If not Gerakan/BN will be changed by the voters.

    I’m not associate with any political party. If you guys have some good idea to contribute, fine. Just stop inciting Doc to quit Gerakan or join opposition party. He is mature enough to know when to hold and when to fold. I do agree that Gerakan should get out of BN in order to revivify. As to when, it’s up to the party leadership.
    Yes, I’m proud to be Chinese. I’m able to communicate with Chinese from mainland China, Hong Kong, Taiwan, Korea, Singapore, Malaysia, Indonesia, Thailand, Laos, Burma, Cambodia, Vietnam, Kenya, U.S.A., Canada, etc. because we speak a common languate – Mandarin.

    Me…worst student from ACS…Anglo Chinese School Malacca…brothers to Methodist Girls School..
    But I pride myself as choir lead singer..and champion school badminton player!!
    Had an opportunity to be trained by the great late Wong Peng Soon…who just stood there…and beat me flat…15-0!!
    I begin to realised..I am too short for singles and took up doubles. That did it.
    We are always very romantic and loving…love picnics and talking……instead of studying…YET…we produced so many great and successful personalities…that surely will shame that Penang.. Chung Ling “Jungle Toad”……..as we talk and work…not just brag and work slow..lazy blokes……so typical of so many Penang workers.

    Ah well…in blogsphere……everything is possible.
