Loose thoughts on PKFZ, scholarship, and H1N1

It was reported that our government spends RM700 million  a year on schoalrship. A hefty sum indeed. We should all be grateful for this hefty sum spent, you might say…

But wait a minute. Have you heard of a thing called Port Klang Free zone? The amount has reported been bloated up to RM7 billion. I have written a few articles on this fiasco last year, , but at that time the cost was about 4.8 billion, an astronomical sum , but now it has reportedly gone up to more than 7 billions.

I have mentioned before  when the cost is estimated to be 4.8 billions that this sum could have been used to build a second Penang bridge plus a LRT system for Penang and we will still have hefty change for other projects.

Now , 7 billions  could have solved the yearly JPA scholarship problems if only this amount is used for the scholarship. At the moment, 700 millions are sustaining about 2000 overseas scholars as well as 10000 local scholars. 7 billions could have easily supported 20000 overseas scholars, meaning that the best 20000 students could have been given free QUALITY education overseas.

Mind you, human resources are the most important investment of any country. If these 20000 come back and join goverment service, it could improve the productivity, efficiency as well as the  quality of our civil service. If the civil service cannot absorb these graduates, even the private sector could gain if placements are made for some of these to take up places in private sector.

Of course you might say this is “If only”  . But this illustrate a very important point. If tax payers money is well spent , it can really do a lot of good for the country. So we should not and cannot tolerate any form of corruption..

I hope MACC will leave no stones unturned in their investigation into this fiasco.

As to why the present H1N1 affects more of the younger people, it is now postulated that the older people might have gone through  many of the differet types of  A/ influenza infections over the years (since they have lived relatively more years) that even though this H1N1 is a new strain, certain antigenic properties might have been shared by past infections.

This means that those older people , who have been infected by flu viruses year in and year out and as a consequence developed antibodies against these viral strains, some of their antibodies might have some protection against this new strain.

The protection may not be total (since each viral strain have many many antigenic properties) , but the presence of these antibodies mean that infections in these older people will be milder . For the younger generations who have not gone through as much flu infections (since they have lived relatively fewer years), they may lack these antibodies that might give them certain amount of protection against this new strain.

    No other way but to go for fresh election in Perak, even if CoA overturns High Court’s ruling.

    Of course, all these happenings under BN governance. I remember during general election campaigns, BN candidates always trumpeted the success formula of BN and how effective it performs.

    The Bank Bumi scandal in the 80s right down to this PKFZ…all under BN.

    Congratulations, BN…you have done well indeed.

    You don’t need any public relations on Perak coup, another great achievement.

    In fact, so well, that BN should be packing and ready to go for retirement at the next polls.

    Why do we need so many scholarships? These young students given free money at such a young age, it’s bad financial education.

    It will create problems worst than what credit cards (or any other credits / ah long) have done.

    The appointment of Chua Soi Lek as BN coordinator for the Pakatan states posed an interesting question on what will happened in Penang. This was and maybe still is Gerakan’s home ground. Chua Soi Lek’s, an MCA man, but under Najib, giving direction to Gerakan in Penang. Would Gerakan there vomit blood. Would Gerakan refuse to cooperate?

    We know that CSL’s appointment as coordinator is really a preventive move to soothe a “disgruntled” and marginalised leader within his own party. Like a small boy given an ice cream after throwing tantrums.

    Really, nobody really cares whether his role and job really works or not. They are worried that his son CYT might also defect leaving a hole for Pakatan to penetrate inside Johor.

    It makes no different whether BN has service centers or not. After 51 years, now only wants to set it up. BN has no importance except general elections. It was so in the past and likely to continue no matter the yelping of reforms increases in volume.

    CSL just wants self-importance and OTK wants him busy so he won’t stir shit in the party.

    Whatever problems they are facing now are actually ‘back-fire’ of their own policies.

    Take for example, the scholarship ‘distribution’. 10 straight As students don’t get scholarship, instead those lesser As ones got it. Reason being, the lesser As students are more all rounder.

    If you analyse further, scoring As seem to be easier for the past 15 years compared to during the 70s and 80s. Resulting in so many straight As scorers in a school. I wouldn’t think these scorers are smarter than their fathers and mothers but because of education policy that lowering the marking scheme to make results look nice. A school teacher told me that passing mark for Add Maths can be as low as 15 marks. Can you imagine that?

    Logically, those average students would become top scorers and of course, perceive themselves qualify

    perceive themselves qualify for scholarships. Of course, some of these straight As are really smart or genius. But, the qualify of As can be differ by as large as 20 marks.

    Even if they are awarded scholarships, they may face hardships competing with international students at overseas universities.

    If this straight As student student facing hardship, how about those ‘all rounder’ students that I mentioned above? Lagi teruk.

    MCA is forever making noise, thanks to the previous president, always want “face” and number one image which has ingrained (brainwashed) the local small warlords in the island.     As for the PKFZ, there won’t be any BN assemblymen found guilty. MACC will not prosecute anyone. Where or when have we seen any BN assemblymen being charged for any wrong doing especially at this time? If they are charged and found guilty, it will be another by-election. BN will not like it. BN can’t afford to lose any more by-election. Thus, PWC report will become any Lingam report where no one did any wrong legally but morally it is not correct. This is the standard reply from BN.

    With proper fund management by Professional Fund amanger, RM7 Billion could get RM 700M if the return is 10%. You have perpertual scholarship for “free” for the present number of students !

    Whoever appointed BeEnd chief of Penang, no different. MCA can talk big by blaming Gerakan for losing Penang to PR. They got no chance to get Penang back.

    MCA and Gerakan cannot function without Umno. Umno die, they die. Not the other way round. Umno is cunning in giving troublesome ministries like Transport and Health to MCA. If not, health and port services will be even worst. But now with PKFTZ, OTK in hot soup.

    With regards the PKFZ, this is going to be one mother of a revelation if Price Waterhouse’s report is allowed to be made public (in it’s entirety).

    Already those who are in the know, knows that too many ‘top hands’ are caught with their hands in the cookie jar!

    The delay is because ‘fall guys’ have to be found before it’s revelation!

    In other ‘normal’ democracies, such revelations would bring down a government, whether past or present!

    I dont really care who these people picked to be the fall guys. These unfortunate devils have to be high enough. I suspect that Chan Kong Choy will be one. (he deserves to be impaled)The other maybe that datuk lady (ditto). The good thing is that when they are sacrificed, they will squeal like a pig being slaughtered. They will tell all. We still get to hear the pornographic detail.

    I read that BTN is up to its divisive lecture tricks again. Spewing racism and Ketaunan and all that. The suerminister is supposedly in charge of unity.

    Government by the people, for the people and to the people. The people can make their choice through the ballot box. What the people want is harmony, stability and peaceful? We don’t need one to stir a “storm in a tea cup”. Life have to move on. It doesn’t matter BN rule. The people want the economy to move. Not some still can’t accept reality. Numbers do count.
