An anomaly that defies logic

Chinese media have reported that there is an anomaly in the award of JPA scholarship this year.

For the non-Bumi, the good news is that there is  an increase in the number of scholarship awarded as part of the announcement by PM that all top students would be given JPA scholarship to further their studies. This is indeed good as many of the students would not be able to afford to continue their studies without these scholarship.

The bad news is in the award of the scholarship, someone is creating an anomaly that cannot be explained.

Many of the 10As were awarded scholarship to study in local universities in fields that are not their choice, while the 8As and 7As got to study overseas in well known universities in fields of their choice.

Why is it so? I cannot understand the logic, unless someone think that local universities are better than overseas reputable institutions, and the same ‘someone’ think that those who score all As do not deserve to study in fields of their choice.

To move the country forward , we need to have best brains. To have best brains, we need to give opportunities to top students to be tutored under the best teachers in fields of their choice, because studying in a field of a person’s own choice would be a powerful motivation factor to excel and be an expert in that particular field.

Perhaps someone in the PSD think that this is the way to stop brain drain. Let the best brains stay behind , so that they have no chance to go abroad and they would have no choice but to remain.

If that is the reason, it is really pathetic. To become best brains, you need not only good results, you need good teachers.

Those who are 7As and 8As, by studying overseas, will no doubt become best brains too, if they are tutored under good teacher in good overseas universities. But then, by letting 10As staying behind, and letting 7 and 8As go abroad, we are creating a system that will discourage future students from doing well. If this is the trend, then the brightest students will no longer study as hard as now, since it would be pointless to get all As; it is in fact better to get 7As or 8As.

Now that  this has come about, I really don’t know how the authority is going to solve this.

The only solution that i see is that we need to award more overseas scholarships to the 10As and let them study overseas in the fields of their choice.  The authority cannot take back the scholarship awarded to those 7As and 8As, who have already been given scholarships to study overseas; it would be unfair.

As usual, the component parties would not be able to do much, and the Youth chief of MCA already said that this needs the decision of the PM, who is currently overseas.

The component parties at best can only play the role of firemen, dousing small “fires” here and there created by the civil service; they have really no say in the formulation of a good “fire” policy, and that is what Malaysia needs.

    There is an agenda behind this method of decision making. What is it? Take a guess.

    I suspect the whole idea is to deny the worthy; frustrate them so that they will reject the offer given. This way, JPA will claim that it is not because scholarships were not given but was rejected. See, smart! On the other hand, the same stone that killed the other bird, is to keep them in the country.

    See, no brain drain because they did not leave the country! Smart!, really smart.

    I understand Dr. Hsu’s puzzle but it can be explained. The reason is that JPA feels threatened by smart non-Malays. They prefer the smart ones to just get out of the country by giving them lousy offers. Most of them will reject the offer, finance their own studies abroad and never come back. Less brains for the Malays to compete with. Less brains for the country as a whole is not their problem. Everything is seen through the perspective of race.

    I see this as a means to perpetuate mediocrity in this country. Make the real smart to move out and keep the mediocre. The smart ones will be offered scholarships by Singapore. The not so smart one will be offered scholarship by Malaysian govt. How not to have brain drain?

    And I think the act by Wee Ka Siong and MCA is to put the blame on nameless little Napoleons. While the real culprit are the cabinet and BN, including MCA and Gerakan.

    Some 10As are children of very poor minorities.
    Most of them..will slog harder to send their children to private Universities or Colleges…refusing the devil’s help.
    Some no choice…accept the offer and learn more without selling their souls to the devils.
    MCA is the servant of UMNO B hoping to get Muslim votes.
    Minorities hate and despise MCA more and more.

    Year in year out its the same old story and come next year, it will be the same again. It is very clear that racist feelings are at play in the JPA and MCA has again shown that they got no clout in any policies and so much the same for Gerakan and MIC. Umno peoplem can do what theyb like and then MCA and the others will have to do some wayang rescue work…..and every year they will say the next year, there will be no similar mistakes again but then it will all come back to nothing the following year.
    I was a victim of such system and inside my blood, BN is a disease and they can never get my vote in anywhere.
    My niece has gone to Spore to work and she will not come back to Malaysia except to visit her relatives….another case of brain drain……this will definitely go on again and a similar scene will repeat next year…..WHY? This is the question we all are asking.

    Monsterball is right. It did not have the ears of UMNO, and as such, it can only say things in the press and media, to play the role of firemen.. That also has to be careful not to offend the Big Brother too much..

    I was perhaps the only one that dares to write and criticise the Big Brother and openly asking the party to leave. Throughout the years that I blog, I was regarded as an opposition inside the party. But I was only speaking for the ordinary members and the rakyat, and speaking from my perspective as a Malaysian who longs for a fair and equal society, which is supposed to be the ideology of the party.

    It is a fact that most minorities accepted into local varsities will be offered funny courses which they never applied for and which they have no interest in. Such courses include forestry, fishery, cinematography, humanities, literature, food technology, zoology, etc. It’s very hard to get into a professional course. It’s hard even to get one of their 3 preferred choices. I sometimes think the university deliberately offer minorities courses which they have no interest in and as far removed from their preferred choices as possible.

    By doing this the powers that be are probably hoping that the offer will be rejected and the minority will go somewhere else and study. It is a fact that non-Malay parents have to spend a lot of money to educate their children.

    Not only does such a policy contribute to the brain drain but it also turns meritocracy in education upside down and lead to declining standards. Malay students who know they are assured a place in university have no incentive to excel.

    Malaysia must be the only country in the world to have single race universities and colleges. Discrimination starts after Form 5 when students are streamed into form 6 or matriculation by race, the latter offering a shorter and easier path to university.

    The denial of education, employment and economic opportunities to non-Malays can rightly be called a form of apartheid. The apartheid inflicted on the Blacks in S. Africa is not only about the physical segregation but also segregation of education, employment and economic opportunities.

    Jpa decisions are the result of implementation of government educational policies and procedures which affect the future education of the younger generation. Any deviation from its implemenation will result in wrong decisions made by Jpa.

    Clearly such anomalies are the result of obvious deviations at Jpa, carried out either by ignorant , prejudiced or dictatorial souls.

    The whole system has gone soul-less and sorrowful.

    Chill it baby.I missed a lot of comments here during my stay in KL yesterday n late today.I got to meet my boss n those BN’ napoleane datuks(50s and above) in an exclusive pub with ‘wah lau eh’-sui cha boh-‘umm umm’-chiak beh liau ones.Good job being offered to me and now i’m a bit groggy like monsterball’ son before but now he is seeking other decent job-good riddance from evil.Easy money, easy way out is what MCA n GERAKAN’ agenda,trying to fool Malaysian chinese.But the large majority chinese is getting no where with this fool,so-called chinese reprensantative,still trying damn hard to have more fools in their community to enlarge their only vested interest.I’m thinking at this moment hard..hard enough today….but i’ll vote for change no matter what!

    Such policy in JPA no doubt will turn away some very top scorers among non-bumi, freeing up more available slot for the bumi oversea study expedition of four years. The department little Napolean know very well those ‘social courses’ offers will not take up by the top scorers other than their chosen field of study.

    Everyone is fighting to win the battle, but losing the war. In fact, we are probably fighting the WRONG battle.

    I believe that the JPA Scholarship to send students overseas is a very CONTRADICTORY & IRONIC scholarship. JPA SCHOLARSHIP NEEDS TO BE ABOLISHED. No scholarships to study overseas for everyone.

    A great majority of the scholars never return (regardless of race). We are sending the best brains, to be trained in the best institutes/universities, using the best of our money… only to see them gone. It’s basically a gahmen sponsored migration programme. Cantonese call it: dou-mai 倒米 (buang nasi).

    What more, university is the time where they make some of the most important networking contacts & serious group of friends… you think they want to return after establishing themselves there? Even Malay students hesitate to return.

    Can any of you think of any other country that gives scholarships to their own students to study in a foreign university? In fact, all developed countries do the opposite: provide scholarships to ATTRACT MORE TALENT.

    WHAT OUR COUNTRY SHOULD DO: save those billions of JPA scholarship.
    Use that money to fund student EXCHANGE PROGRAMMES for local (private and public uni) students of all levels (undergrad, masters, PhD, Post Doctorate, research sabbatical for lecturers) to foreign university.

    In fact, provide some scholarships to deserving foreign students to study here. This will give those lousy public uni lecturers some pressure and a serious kick the in arse (pardon the French)—so that they are forced to perform better. Many foreign students will not hesitate to tell off lecturers who aren’t prepared for their classes, and humiliate them in front of their students.

    When there is clear race and religion politics …double standards and corruptions…whatever smart ideas suggested will go into deaf ears…if the government feels they will looses more votes.
    Face the facts.
    Tensions and fear factors are created everyday.
    You cannot ignore all these facts….and then say….worst comes….we will migrate.
    Once you have a clear mind and eyes wide open…you will understand it is words of threats …..insults….provoking and whatever they can think of to create race and religion upsets into physical actions….and why so.
    Najib must win the 13th GE…or else..hell is waiting for him and the likes of him.
    The government double standard policy cannot change.
    Focus to vote…and anyone talking here have not registered to vote….do so now….as 13th GE will be the deciding factor for the country and young Malaysians.
    Talk is cheap. Actions speak louder than words.
    Right now…..Najib not only speak with a fork tonque…but out to find trouble…for an option not to have 13th GE..if he is cocksure BN will loose PutraJaya.
    He is hoping against hopes…Malaysians are chicken hearted and are bloody fools.

    I think YW has an extremely valid argument. That is how education should be.

    1) Fighting the wrong battle to me is that, we all know the real reason, but can’t say it, unless you are willing………to.

    2) The cause of this predicament is not even agreeable to most of our Malay /Bumi brothers + sisters, when this policy is suppose to benefit them – in name only lah

    3) No body owes you a living, they can only owe you an opportunity. One of the greatest disservice the BN to Malaysia is the wastage of great minds.
    The again no to worry, we still have Perkasa, MCA, Gerakan etc !!!!!!

    The only way out, is to shake up the whole system – have an real alternative, so that we can replace the Country’s Managers if they are screwing the Rakyat around.

    The current government will not implement whatever good ideas we have here since race and religion is their priority game to survive politicaly for their only benefit.The government knows what is good or bad for the nation but will choose to ignore the good reap/result for our nation in order to stay in power forever.Each of us just has to contribute our vote for change and as what Dr.Hsu said;we had become enough cynical to the government goodwill to look after our welfare ie. subsidy,infrastructure developments,misreprentation of certain groups ect ect.

    There are some who are the “Red Indians” – executing directives while some are “Red Indians and Comboys” – double role as directors and pacifiers. You know what I mean lah.

    This is the situation we encounter evey year on government scholarship and university entrances. Those wearing the “Red Indians” hat will start a lot of hoo haa. Then those with double hats – acting as “Red Indians and Comboys” will then say they have no contriol over these “public servants” while some are “pretenders” – criticize and demand explanation.
