Ways to cushion the recession

A few months ago, I have voiced out concerns on our economy. I have said that the best strategy would be to admit that Malaysia is going to face a recession and that the leaders must prepared the people for this, mentally as well as financially.

I have urged the government to adopt some of  the following measures:

1. Stimulate the economy, not only by more spending , but that spending must be prudent and wise…  Besides the government spending, I have urged that private investments be encouraged by doing away the NEP, or at least have a moratorium to suspend the NEP..

The first rescue package was a let down. With money being injected to valuecap, what values can we hope to get? Now that there is a second rescue package, I urge the government to use this money intelligently. If needed be, get some independent economic experts to sit in a council to dispense and monitor this money, said to be more than 10 billions.

2. Secondly, there should be a cut in the interest rate, mainly the spread between lending and saving… The spread is more than 4%, which is considered high, and if this spread can be reduced, it will lower the cost of running business and help many companies bordering on insolvency to survive.

3. There must be a cut in income tax, so as to put money in people’s pockets.. to borrow a phrase by one of my commentators. This will reduce government coffers, but it will stimulate spending in the short term. Deficits may go up, but if it is for short term and for the rescue of our economy, it should not be too much of a worry.

4. There must be a safety net to help the poor and the unemployed.. Consider given out certain unemployment benefits for those who are out of jobs for several months, and those who accept this benefits must consent to be retrained and redeployed to sectors that required manpower, sectors that are currently employing tens of thousands of foreigners.

For the retirees, bank deposit rate should be higher than for those working people, and special funds which give a better return be constituted by the government to give a return of at least 5% to these retirees of over 60 years old. (like what was practiced in the last meltdown).

5. For companies that are trying to retrench their workers, a special task force be formed to monitor these companies and if possible, enforce pay reduction rather than retrenchment.

For  this Chinese New Year, the people in KL can sense a slow down; most celebrations are on a more modest scale, and the people eat out and spend less than before.

The government has  taken some of these measures.   for NEP, there are calls from prominent bankers such as CIMB’s Nazir to review . I suspect his call is  to test water for the government, to see the response of the conservative Malays… But this is a right move, because it is better to prosper together than to die together economically, figuratively speaking… A  milieu without the restrictions of NEP would be very conducive to private investments, and I have often mentioned, there are many rich Malaysians still , holding on to their money and sitting on it most of the time.

This is the time for casting aside all the differences of the various ethnic groups and pool our resources together to tackle the big problems of the economic slowdown, which, if not well managed, could undo many years of our growth and reduce our income and standard of living as a people.

So far, I see only Bank Negara hard at work and most government leaders are too engrossed in politics and trying to topple each other through undemocratic means.

I hope that for these 2 by elections, do not send all the big guns to campaign; they should spend more time in their offices to administer their departments and ministries , to deal with problems that may arise from this slowdown.

Afterall, they are being paid by the rakyat not to play politics but rather to run the country for the rakyat.

    Dr Hsu. I could be wrong , but I think the NEAC is the central coordinating body. I know NEAC had been going through quite a bit things. I know of at least one govt body being called up for review by NEAC.

    Dr. M had established the working methodology in the last financial crisis. I think this is being used now.

    Unfortunately, some of these activities are not visible. And with the politicians running around doing politics, no body is communicating to the public. And with the low credibility of the govt, no one want to believe the govt.

    You may be right. NEACis still functioning.

    Bank Negara is doing a good job till now..

    But I am worried about the credit cards loan… Anyone can easily get a credit card nowadays..

    This is a double edge sword, it can stimulate spending, but if the loans are not settled and there are too many defaulters, this could bring the issuing banks down…

    The guidelines for issuing credit cards should be tightened…

    It is interesting to note that when a recession hits us, the NEP is one of the policy matters that “can be modified” to stimulate the economy.

    Is this an admission that the NEP is restricting Malaysia’s growth ? Or is the NEP seen as a short term vehicle that is to be used “when necessary”. Or worse – efficient and/or effective execution of government goals are best achieved with the best enterprises, regardless of ethnic origin.

    NEAC is a joint govt and private sector advisory group from the business. The private sector people will push for elimination of NEP. I think the govt will argue for keeping it. Hence the compromise – half way but no permanent resolution.

    It will need a strong PM to drop NEP. Najib is not way strong enough to fight the ultras in UMNO to drop NEP. We need to generate strong messages constantly to drop NEP. The bad time is the time to hit home.

    Reduction in maximum income tax do not really help. If no mistake there is only 15,000 out of 1 million tax Payer is paying 27% maximum income tax.

    Government should act to increase the of non-taxable bracket. Currently when gross salry past RM30k pa that is when u start paying tax.

    What can a RM30k pa gross income do in Malaysia?

    3rdly, with the increase in non-taxable bracket. The Tax percentage Tier should increase proportionaly.

    Malay, especially the rural Malay, are decent, simply and religious people. Material wealth, to them, are secondary where they prefer not to work day and nice in pursuit of the material wealth.

    I quote you one example. A rural Malay friend, own a Malay Reserved land, prefer not to work on it. Instead, he rents to a Chinese Malaysian for RM500 per month and let the Chinese friend to work on it, planting durian trees, build a simple house and stay there.

    After some year, the durian orchard matured and his Chinese friend makes a decent living out of his labor and continue paying RM500 as monthly rental.

    Both the Malay and Chinese became best of friends where both sides benefited from one another. A lasting trust of both families last until now from generation to generation.

    This story is to share with you guys that why should some of you so particular with skin color and religion. Umno and BN need to reinvent themselves to build this everlasting trust. Sorry, I don’t see it now happening in BN but in PR.

    Why NEP if your people can do better than the policy maker?

    The story did not end here.

    The durian business prosper from year to year. The Chinese start to employ others to work on the orchard, manufacture ‘kueh doh doh’ (kind of sticky and sweet durian delicacy). Everyone involves in this venture prosper, i.e. the Malay land owner, the Chinese businessman and his workers which consist of Malay, Chinese, Indian, Indonesian…..

    The above story is a real example model that Umno, being the big brother of BN, can work on. Why should you divide the economic cake even before the cake is there?

    Good policies that are not bias, transparent, based on meritocracy, educate the poor will breed good civilized society. Playing dirty politics will only breed corruption, distrust, greediness, wastage, inefficiency of civil services, higher crime rate and so on.

    Monk rightly pointed out, nature law of karma is not just applicable to you and me, irrespective of race and religion, but also to a nation.

    The root of this is still morality. Morality is important in politics. Who does not agree with this, I will feed them with my cilipadi.

    I take my hat off for your persistence and consistency, maybe some called obstinacy, still rattling on morality.

    The NEP has been talked, discussed, argued, debated, shouted, printed, aired and demonstrated around for a long long time. The policy has been corrupted, implemented, deviated and prostituted with no sight of achieving its aims (on deserving cases in poverty i.e. Sarawak and Sabah notably).

    Get rid of UMNO and the ghosts of the NEP. Replace with honest policies and implementation. Definitely not by UMNO but a new Federal Government, God-willing.

    In 1986-88, I worked for a political party and I was responsible for receiving feedback (under a NEP Task Force Committee) from the aggrieved public (mostly Chinese) on the unfairness and discrimination they faced under the NEP. You have no idea, thousands of complaints came in.

    And yet, the thick-skinned “U-Must-Not-Object” people said NEP is not discriminatory. It’s outright racist. From licensing to scholarships, taxi permits, employment etc. Today, I stand by my knowledge that UMNO is a racist party and I have written openly saying so.

    I believe everyone of us need to have this persistency and consistency if we know we are right. We can see this quality in Dr. Hsu, that explain why he still insists of staying put with Gerakan.

    Many have coaxed him to leave Gerakan, I inclusive. But, I should say some commentators that coaxed him to leave, were with ulterior motives and not on genuine ground. I know who are those, just being polite for not so obvious.

    If one observes morality, his or her comments are genuine, I don’t need to say much in this.

    Even if one is a God believer, my advice is, nature Law of Karma is there for you, even if you don’t regard yourself as a ‘Buddhist’.

    I want to share with you, a letter written by a frustrated Malaysian to TM in 2000. It’s a long letter of complaints, so I extract some quoted interesting parts.

    On technology transfer:

    Quote: “According to the Star of 31st May 2000, you (TM) wanted the West to transfer technology at nominal cost to South East Asia stating technology is costly with a short shelf life. You (TM) would be naive to expect that the advanced countries spend fortunes to acquire technology only to transfer it a loss to developing countries. Life does not work that way. The technology owner would rightly expect at least a fari return on his investments. You can undertake your own research program using your own capital and brain power. But can this be achieved when your policies cause an irrevocable brain drain and you insisting using a language not conducive to scientific research? The late Abdul Razak called this trouble drain you described as “riddance to bad rubbish.” Unless Malaysia rewarded its people based on merit and need, there will always be a brain drain. Even some Malays leave and do not want to return despite privileges offered to them. They are ashamed of your brand of meritocracy (i.e. NEP) of which they don’t need and which they do not support (NEP) although they are intended beneficiaries.

    “The solution is simple provided you stop being a racist and a religious fanatic.Give citizens all the educational, employment and business opportunities they need without invoking race or religion and our brains will not leave here. Can you or will you do it? There will be sacrifices on your part. You must give up your negative racial and religious decimation programs of the infidels.” (unquote)

    On illegal immigrants:

    “On July 11, NST reported that since 1998, Malaysia spent RM22 million sending and repatriating illegal immigrants. Gus Dor (former Indonesian PM) was reported to have met you (TM) in Langkawi to talk of the problems. It is common knowledge that the immigrants would promptly turn around and return to Malaysia, none the worse for wear. Did you make a secret arrangement with him to regularise the presence of Indonesians? It is not that any official action will make any difference for the population structure anyway because these people have become experts in getting NRICs and work permits (forged or otherwise) through the connivance of corrupted (government) officials, but it goes to show your racial and religious discrimination in your national policies. What will transpire in the future will be up to you. The people’s main concern is that Malaysia will not become the province of Indonesia. If it does than you (TM) are squarely to be blamed.” (unquote)

    Man or mankind is already divided by ideologies, perceived differences in race, skin color and religious faiths. And further divided by perceived differences on nationality and labels of sorts.

    How many wonder that there is only planet earth and the world is getting smaller, not only be lightning speed communication but the fact that all are the same. DNA and karmic differences but ironically, all having these in common.

    Diversity in unity: in truth. There are some 3 million species of plants, 2,700,000 kinds of insect species. 1,400,000 kinds of birds, 900,000 kinds of water animals and 400,000 kinds of land animals, and above all men, the different planes or dimensions of existence. It mind-blogging. All going through evolution, some extinct, new species being born and not discovered.

    They all share one thing: life-force energies. It is the stupidity of some (human) to continue to discriminate the differences. But again, it could be survival, greed, hate and selfishness (negative energies) that makes this world spin. But one thing, everything has a season and its time.

    Even if Dr Hsu decides to leave Gerakan, it will be his time and his own season. naturally.

    I think a lot of people have really no idea of where the money actually goes ….

    The government should be transparent in this, and failure to being transparent and accountable show that there is really no change at all in the BN government. It is almost a year after the March 08 debacle…..And i have said that there wil not be real changes unless they lose a General election… The chances are now that BN would lose the next GE…

    Hopefully, the 2nd package will not be used to save cronies or dispense as capital for political patronage… It will be a disaster for the whole nation if this is done…

    This is typical example that Umno and BN can do to win back support they lost from the races that they claimed representing, that is by stirring up racial sentiment.

    The experience that I shared about a Malay friend renting his land to a Chinese friend was being used by someone to accuse people of certain race being lazy bums. Come on, both my Malay and Chinese friends don’t even bother who is richer than the others, as material wealth that each of them are simply no issue until some immoral politicians instigate. This is root cause to distrust and disharmony that Umno and BN wish to see so that they can “divide and rule” with their whim and fancy.

    I live in Malaysia long enough to see such thing happening.

    By the way, what is the point of editing the word “M***y”. Perhaps this is the culture that BN nurtured in people’s mind 50 over years in power.

    Come on, all readers and commentators here are matured. Those feel offended are racists. There are rich and poor, hardworking and lazy, moral and immoral amongst people of all races. Unless some people forget that they are not human.

    The Chinese friend in my above story taught me a Chinese word, 義, the nearest meaning of it is ‘righteousness’, is what both he and his Malay friend have in their everlasting trust in their relationship.

    The beauty of this Chinese word 義 is, while ‘righteousness’ is important in our conducts, over-selfishness of ‘own-self’ i.e. 我 (below the 義 has this character), which in itself is ‘immoral’ will kill off ‘righteousness’ i.e. 義 which built up their relationship.

    This explains why morality-righteousness is so important in our daily conduct, politician inclusive. Umno, Gerakan, MCA, MIC and BN have destroyed this during their 50 over years in power, especially in recent Perak fiasco. Perak Sultan also? You have the answer.

    Hypothetically, I said, (repeat), hypothetically, if there were no UMNO (assuming a different political history), Malaysians of all races would be more united. Why? You may ask.

    Take your experience you illustrated. Your two friends, Chinese-Malay cooperation, naturally evolved “humanely” and natural based on trust.

    BUT Umno is the most divisive political animal in this country and these unscrupulous politicians kept reminding the Malays of preserving their race, religion and culture (superiority) JUST TO KEEP UMNO Politically ALIVE!! For pure political reasons so that these elites can keep themselves in power and enriching themselves in the process. Not only that, but to encourage their children, relatives and cronies (in the core and out circles) too. This is oligarchy but democracy to them. Like a “ant nest”, it protects fiercely generation after generations.

    Now, it is so desperate for survival. For years, indoctrination of top civil servants and of course, the controlling police, army, judiciary, SPR (EC) and etc, a network of powerful machinery to protect its turf. This has been happening for more than 22 years, thanks to TM and his team of political thugs. Not forgetting too an army of young Malay-based associations, NGOs and race-based “soldiers” ready to take the streets in the name of the race.

    If conscientious Malaysians (comprising all races) do not wake up and continue to sleep like our number One (valid until 31 March), sorry-lah. Nothing will change. Fortunately, more and more are waking up. Who are those?

    They are-conscientious and wiser Malays who truly practise their religion and who have stood up without the NEP. Families who have mixed marriages and who over the years seen the hypocrisy and fallacy of UMNO’s racist preaching. Chinese who have lived through the DAP and other Opposition era, who knows how to differentiate “lies” (from BN) and “truth” (consistency of Opposition struggle).

    NGOs and civil society who “educated” Malaysians in the true sense and in the process “educated” by BN’s follies. Individual Malaysians who by now have a rude awakening of Malaysia’s unique democracy over the years. And many more supporters of “foreign friendly” independents……who believed in malaysians deserving better.

    ha, ha! Friendly independents, a term used by a UMNO poly-tick-cian to justify Perak coup. Great term.

    If “righteousness” can be a collected item, I am sure it will drown (kaput) all the Cabinet Ministers and their cronies combined.

    Whatever decision that is immoral and not righteous, like what we see in Perak fiasco, it will result in many flaws that follows.

    Perak Assembly speaker has the power to make the three so-called Friendly Independents ‘useless’ by barring them in the State Assembly. He can also bar the newly installed MB from State Assembly as well.

    Divine intervention? The only way out is still going for dissolution of Perak State Assembly and call for fresh GE. If this is not coming, then this phenomenon will spread to the whole of Malaysia, and a snap GE for Malaysia is inevitable.

    I see this as an outsider, a human of the Planet Earth.

    Malaysia is unlike USA where its economy is very much matured and run on private initiative without much intervention of government (except bailout and other measures in this trying time). The economy of Malaysia is very much depends on political stability as GLC (example TNB, Telekom etc) play a major role in the economy. In this trying time politically and economically, how would we expect these Umno politicians wholehearted spend more time in economy? No way. They were not being appointed base on qualification in the first place.

    So, all these boiled down from actions of their own doing, sort of backfire.

    If Pak Lah wish to be remembered as someone of bringing revolution to the country, he morally and righteously should call for a snap 13th GE before he pass over PM baton to whoever won in this GE.

    There is no other way out, as I see it, as an outsider. Go back to righteousness.

    I admire your optimism but your laugh may not be the last, I’m afraid. The conspiracy may not end but divine intervention cannot come about unless the right conditions and the timing : is right.

    Don’t forget, the rascals came a long hard way to make “it” happen. Politics is NOT a natural, honest and righteous (as you emphasised) here.

    Firstly, the court cases of the two: so what, if they get away or charges dropped due to some cooked up reasons. Secondly, “someone” friendly has been positioned in a top post in the judiciary.

    Thirdly, come the opening of the state assembly, the police or guards will be positioned to stop the ousted MB and state assemblymen from taking their seats. All sorts of gimmicks and tactics will be employed. Well, it’s a movie in the making but the audience will be kept in the dark.

    I don’t see much progress along the integrity or divine line, at this moment. Not yet. I hope you are right and I’m wrong.

    Let’s see.

    My fervent wish is your party go to war with MCA and what Chua Soi Lek said and blow yourselves to smithereens. That way we only have to bring down UMNO without the mosquitoes buzzing about.

    Something relevant to your economy post. The idiots who hold the purse strings and by that I mean Mr Mongolia disbursing contracts in KT helps no Malaysians except 500+ class F contractors. The real benefactors are the Indonesian workers and the other foreign workers in our contracting business!

    This 500 million + could have been better spent targeted at ordinary Malaysians who needs a job and with it a means to spend to put food on the table. (the multiplier effect).

    With the stupid way our government spent the 500 million, Indonesia will say “thank you very much”!

    Idiots all of them. I hated econs in uni and barely passed but I still think I have more sense than those idiots with the mantle of power!

    Romerz,

    I am sure CSL will bring his perceived grouse to the MCA’s CC meeting today (Sunday) over the appointment of non-elected Chang as Perak MB’s adviser. His old fashion mindset always pitch MCA against Gerakan, a job which used to be Wong Kam Hoong (former Penang state chairman). Always putting Gerakan down at metings but tolerated by old Ling and later by OKT. But OKT was personally persuaded by Gerakan LKY to work closely with KTK. Many previous MCA meetings, OKT had briefed the old guards in MCA. That’s the background. But if you think OKT is better than the old Ling (relationship with Gerakan), you are wrong. OKT is more sleeky and cunning. He always want MCA on the upper hand (meaning the credit must go to MCA and Gerakan is only the follower). I can give you some examples. Remember 2008 elections, Hishammuddin went to MCA HQ to receive the cheques, Gerakan was made to project as only a participant and MCA the hero. KTK just tagged along. And more examples but it’s history. No point saying too much on the background.

    But the main point is, there is not much difference between Gerakan and MCA. From the public perception and support is concerned. I don’t know you might disagree.

    Yes, MCA has more MP seats, networking is wider and more members…etc. But the ultimate strength is public support. Maybe, the “internal” survival factor, MCA has a slightly better edge compared to Gerakan, meaning Gerakan will sink first. That’s all. ironically both share a common fate and destiny now, as long as they hang onto its political master’s sarong. A tease, DAP used to described both “slaves” or unequal partners.

    All this while, UMNO has used divide and rule tactic in pitching MCA against Gerakan and vice versa…. And PPP against MIC… That is how they play the games.

    My personal opinion is that Gerakan should not have accepted any positions in Perak, should have pushed for a dissolution of the assembly, to show that we have our own stand.

    The Perak incident, I am afraid , would have a great impact on the future of the party, as well as that of the other components.

    Time is also running out for Gerakan to move out of BN and the longer we waited, the more sentiments against us will built up….

    1. I agree with you on UMNO using the divide and rule tactic in pitching MCA and Gerakan. After all, they learned from the master of the game – the British.

    2. By co-opting Gerakan into the Exco (as advisor), it can be seen as giving face to Gerakan. However, as a non-elected member of the Exco, Gerakan is beholden to UMNO. Gerakan owe UMNO a favour. ( They will call this favour one day)

    3. By accepting the position as non-elected Exco and in charge of Chinese affair – Gerakan can only play an emasculated role

    4. But, the Chinese will now see Gerakan as part of the coup in Perak. Whereas, Gerakan was initially seen as a bystander. Now by associating with the new Perak state govt, Gerakan now has the same stink as UMNO and MCA. Now Gerakan is a partner in crime.

    5. The people of Penang will not forget this. DAP will not let them forget about this. I think Gerakan dug its own hole by accepting the post in the BN state govt.

    Time was long overdue, no more time left. Gerakan will never move out of BN.

    It is high time for you to reconsider whether yourself to be remain in the party.

    As someone said, KTK is just a tool, you know it yourself. I am not pouring cold water on you, Dr. Hsu.
