Where are all the cats?

Corruption is the mother of all evils. It is like cancer, once taken roots, it is very difficult to get rid off. It will only get worse unless something drastic is being done.

One of the best indicators of the level of corruption in civil service  is the Annual Auditor General’s report. I wrote an article in October last year, “That time of the year again” and the points are still as valid today. You can read that article here.

I will also paraphrase the first few paragraphs here:

It is that time of the year again.

No, I am not  referring to the ‘durian’ season, nor  to the festivities like Deepavali, Hari Raya or Mid Autumn Festival.

I am referring to the time when lay men like you and me feel angry and frustrated towards certain ‘wrongs”, but are powerless to do anything.

Every year, since time immemorial, it has evoked the same feeling;  but every year, we just sigh , comment with our ‘coffee kakis’ in ‘Kopitiams’ and shake our heads . People like me with a computer will probably write something to let off steam;  the more important people, like those elected YBs from the other side of the divide, will probably pose some embarrassing questions in the Dewan.

The end results will be the same; life carries on and nothing changes. We will all forget about and talk on other issues until the time of the year is here again.

I refer to the week in the year when the Annual Auditor General’s report is released.

This year, one of the most shocking things revealed is that school children are given substandard food to eat, as reported in malaysiakini article :“Sandwich kosong” for school kids, sardince missing”. I will post part of that article here too:

This is what the Auditor-General found being supplied under the Additional Food Programme (RMT) designed for schoolchildren by the government.

In its report for the year of 2009, the Auditor-General found that SK Jeroco in Lahad Datu, which was supposed to provide the pupils sardine sandwiches with slices of cucumber, tomato and lettuce, gave them only margarine sandwiches.

auditor report sardine sandwich turn into white bread with margarine 251010Apart from the SK Jeroco, food suppliers in five different primary schools around Malaysia, who were checked out, were caught supplying food way below the quality of the recommended menu for the RMT programme.

“After the feedback from the dietician in the Health Ministry’s nutrition department, we found that food from the menu provided can cause the schoolchildren to suffer from malnutrition,” the Auditor-General’s Report noted.

Six other outsourced school food suppliers have also been caught providing food completely different from the recommended menu in the RMT programme, often food that was of lower value.

To cheat on kids is the most heinous crime . I do not know how these people can do such things; don’t they have any conscience at all?

It is either the suppliers have to give a big kickback to the officials awarding the contracts for supplying food to schools, or the suppliers themselves trying to give sub quality food and  pocketing the money. I think in the context of our country, the probability is high that the kickback is big, and the suppliers have no choice but to reduce the quality in oder to still make money, like our Car Project.

This has already become a culture. Officials sitting in big government offices think only of how to start projects , not for the well beings of the people, but more for utilising government funds and get kickback when awarding contracts for such projects. The projects are  not for the people anymore. IT is for their own pockets.

With corruption at such levels, even to the extent of supplying “sandwich kosong” and “bihun kosong’ to children, what is the authority doing? Will it be like previous years, after the hoohaa, everything will be back to normal again?  The rats that used to eat in dark places and hidden corners now are eating blatantly right on top of the table.. They eat all the sardines and leave behind the roti kosong.. Where are all the cats?

    EXCUSE ME. Are you trying to push a depressive propaganda on the people? Why won;t you gather them together and help them run as candidates against offending rubber stamp MPs instead? We look to seniors like you for leadership, please don’t disappoint or ‘teach’ us apathy and the art of giving up. What are you doing?!? The results won’t be the same if you spearhead a movement. You won’t be powerless to do anything if you ACT rather than whine.

    I hope I am wrong when I feel that all that experience, wealth and education, networks, still not enough for some people to act by?

    I hope I am wrong AGAIN when I feel that Society has invested so much in some people and all that is going to go to waste because wallowing and propagating this kind of ‘Gerakan’ mindset, is preferred to concrete action . . .

    AgreeToDisagree, There is no conducive environment that will render your dream come through even in US soil, what more in BolehLand.

    Klm, the cats are also the rats. Genetic mutation took place long time ago in BolehLand. It is hard to genetically differentiate between rat and cat now. The thieves are taking care of policing job simultaneously while stealing/robbing.

    Very strange ? Why the Auditor General not under the thumb BN? Either the Department is staffed by “a few good men” or it’s chief is still old school i.e. the straight and narrow? This guy should be made a “TUN” immediately. We have too many useless, good for nothing “latuks”,”Ton Seris” and “NUTs” who dun deserve ever to be called Mr. or Encik.

    It is no dream. But instead of being afraid and not acting despite the many time greater resources that some of you here obviously have, attempts can be made at the very least. Otherwise this amounts to armchair politics and self consolation among people who could otherwise make a difference. Such mediocrity of attitude will be the very downfall of any race.

    I am starting to understand Gerakan abit better now. Notwithstanding personal resources, there are talkers and there are doers. Rather apathetic bunch here content with where they are.

    But beware! Those who take such a stance will have even whatever they have taken away from them. So act, because I am sure some of you can but simply refuse to out of this ‘cultivated mental lethargy/apathy’ thing you’ve got going on.

    I m not a Gerakan member.

    I m agreeable with your noble idea but just don’t think it is workable at this moment in our country. Individual opinion should be allowed in a democracy, right?

    Our graft index deteriorate by 0.1 pt. We are the ONLY Asean country to record a decline though ranking maintained. It explained why the rats become bigger than cats.

    Look at any movement. The intellectuals will play a part in influencing the opinions of the people, showing the people what should be the way. Some like Karl Marx wrote books which was put into practice by Lenin, not Marx. Those who lead a movement or revolution must process certain quality which the intellectuals may not necessarily possess.

    Gandhi without Nehru and his team would not have succeeded.. China’s communist movement was started by people who never became important officials in the People’s Repulic of China. Mao was just a rebels in a small mountain called JinKangShan. If I am not mistaken, it was started by a group with an intellectual Chen Duxiu as its thinker initially,but Mao and ZhangGuoTou were the ones organising fighting forces, and these fighting forces joined together in the long march (actually a retreat) when they were chased away from their stronghold by the Nationalists armies. Even during the early stage of the long march, Zhang and ZhouEnLai were ranked higher than Mao. It was at Zunyi during the long March that a politburo meeting where Mao started to exert his influence and discredit the then leadership of Bo Gu. Mao was made in charge of the long march army at Zunyi, and with gun barrels at his disposal, he became the de facto leader of the movememnt.

    So in any movement, you need thinkers, you need people with muscles, you need people who can mobilise people to act.
    I will confine my role into trying to influence mindsets with my thoughts and writings.. the tsunami of 308 came about partly because of the blogs , with bloggers influencing mindsets and intecllectuals which slowly trigger down and galvanise into a tsunami for change. Without internet, i do not think 308 would have come in 2008.
    So please do not put down the values of people writing and talking about their viewpoints. Afterall, mewspapers are so powerful because they influence by their writings and reportings, sometimes subtly, the mindsets of their readers.

    Intellectuals are fine and good. But they are not generals. We need generals who can move guns and people. This is the missing piece in the change movement.

    yes, precisely.. American independence was not started by George Washington, but he was called upon to lead the war against Great Britain, and the rest became history. We need generals who have the resources to effect change..I am too old and maybe too comfortable for this.

    American revolution started with some ideas from some intellectuals and these ideas slowly developed into a movement that resulted in the 13 states declaring independence and subsequently a war started with Britain.

    Yup. Dr. Hsu. Agree with you. It is unrealistic for some people to expect you to be the general to fight the cause. Personally, I think you are too nice and not ruthless enough to do it.

    In politics, yo need people who are ruthless, who can twist and turn.
    Especially in Malaysian politics, there is simply just no place for a straight talking person who calls a spade a spade and who would not want to go so low down to the levels of others… I am just not the type to lead a war or a revolution, even though i can be a good adviser to see through the moves and lies of others, and advice the generals on these.. But problem is , most generals just won’t want to hear unpleasant things, like what i am in gerakan, pointing out the follies that happen in the government, and be labelled as the opposition in the party.
